Tosyali Algeria Short-Process Steelmaking and Continuous Casting Project

As the latest achievement of Sinosteel Engineering & Technology (Sinosteel International) in its active participation in the high-quality development of the "Belt and Road" Initiative, the commissioning of this project is of milestone significance. It has created the largest electric arc furnace (EAF) project in Algeria and the country's very first two-strand slab continuous casting production line.The steelmaking and continuous casting projects both commenced construction in late June 2022 and went into operation on May 20, 2024. The steelmaking workshop boasts an annual capacity of 2.3 million tons of liquid steel, while the continuous casting workshop has an annual capacity of 2.15 million tons of steel slabs.

The project utilizes Hot Direct Reduced Iron (HDRI) charging, adopting a gas-based shaft furnace direct reduced iron to EAF steelmaking production route. With this technology:

• Electricity consumption per ton of steel dropped from 550 kWh to 400 kWh.

• Melting time was reduced by 17%.

• EAF liquid steel production capacity increased by over 17%.

This successfully achieves high-yield, premium-quality, low-consumption, and high-efficiency production.

Through digital design and meticulous management, Sinosteel successfully delivered a technologically advanced, top-tier, and highly efficient steelmaking and continuous casting project to the client. Compared to Phase III of Algeria's integrated steel plant, the overall construction period of Phase IV was shortened by five months.

By leveraging a digital management platform, Sinosteel implemented comprehensive, real-time, and whole-process management across cost control, schedule management, cycle planning, quality control, safety supervision, and environmental protection measures. This significantly enhanced the precision and efficiency of project management. These innovative measures not only ensured precise control and timely adjustments during implementation but also demonstrated Sinosteel’s leading capabilities in engineering technology and large-scale overseas project management.

The Phase IV short-process, green, and low-carbon integrated steel plant of Tosyali Algeria stands as a model project for Sinosteel’s participation in the joint construction of the "Belt and Road" Initiative. The commissioning of its steelmaking and continuous casting project has ignited a new wave of technology sharing and collaborative innovation, building a new bridge of China-Africa friendship and injecting fresh momentum into the green and low-carbon transformation of the global steel industry. As rows of glowing, red-hot steel slabs come into view, they beautifully reflect the proud smiles of the Sinosteel team.
